The conditions for military intervention by other countries are not as conditional in this century as when Hitler did what Putin did 24 feb 2022,which means with the risk of nuclear war that no country dares to actively fight side by side wiith Ukraine whi is alone handed over to a mighty military power while its infrastructure is shut down production ceases and starvation,death and crime ensue.
Putin laughs at sanctions and knows full well that with domestic production he can feed his people to continue the war.
